Introduction
Saudi Arabia is
witnessing a wide development in the economic, commercial and industrial
fields, and the entry of many modern chemicals, devices and machinery that
require skilled hands in dealing with them to protect workers from exposure
to various types of chemical, mechanical and physical risks.
According to
statistics from the General Social Insurance Corporation, the total number of
work injuries during 2016 is estimated at 69,241 cases. Mecca ranked first
with 11,706 cases. Compared to 1430 h, the high mortality and injury rate
with total disability has increased despite the decrease in the percentage of
accidents, which calls for emphasizing the importance of building and
implementing safety and fire protection regulations in various facilities and
sectors.
Consequently, the importance of occupational safety, health and fire
protection has increased in the Kingdom, where our blessed government has
paid the greatest attention through the decision of His Royal Highness, the
Minister of Interior and the President of the Civil Defense Council No. (10ك/و/ 2/ دف )
on 24 October 1410 H. This includes
approval of the wording of the detailed regulations described for tasks and
responsibilities relating to the handling of public safety matters, civil
protection and firefighting requirements under Article IX of the Civil
Defense System issued by Royal Decree No. (M/10) dated (10/5/1406 H).
In conjunction
with Saudi Arabia's vision (2030) which requires raising occupational safety
and health rates and fire protection, and opening new areas specialized in
this aspect expressed in the terms of the vision (we empower our community
and learn to work) the Regulation of the Department of Occupational Safety
and Health was adopted by the Ministry of Human Resources and Social
Development on (17/10/1439 Ah) corresponding to (1/7/2018).
